TAMMY CASSIDY, Senior Practice Director
RN, BSN, BC, LNHA, RAC-MT
Tammy Cassidy is a Registered nurse with over 28 years of experience in long term care, specializing in MDS and clinical quality. She is also a Licensed Nursing Home Administrator and former CMS DAVE2 surveyor. Tammy understands not only the clinical quality aspect of long-term care, but is also a valuable regulatory, risk management, and financial asset for your organization. She is frequent speaker offering education for many organizations including the Ohio Health Care Association, Leading Age, The Academy of Senior Health Sciences, and the American College of Health Care Administrators on topics related to clinical quality, risk management, and reimbursement. She is the proud recipient of the 2017 ACHCA Educator of the Year award. She is a master teacher with the American Association of Post-Acute Care Nurses (AAPACN) for the Resident Assessment Coordinator certification course.

DAVE2, or the Data Assessment and Verification program, was a national initiative of CMS with a primary focus to assure accuracy and reliability of Minimum Data Set (MDS) data, as this data drives the Medicare Part A payment, publicly reported quality measures, and in some states, Medicaid case mix payment systems.

JENNIFER NAPIER, Director of Clinical Consulting

Jennifer Napier is a Registered Nurse who has devoted her career to the long-term-care industry. She has a passion for sharing her valuable expertise to customers, clinicians and peers specific to post-acute care, reimbursement, and SNF regulations in order to help others grow and thrive in the industry.
With over 17 years of experience, Jennifer’s expertise includes CMS quality initiatives, regulatory compliance, MDS coding, billing and reimbursement accuracy, Restorative Nursing, QAPI, 5-star rating improvement, facility leadership and operational development, clinical program development, managing audits and appeals, and previously served in the role of Regional Director of Clinical Reimbursement. Jennifer currently holds multiple certifications from AAPACN including RAC-CT, RAC-CTA, and QCP (QAPI Certified Professional).
As the Director of Clinical Consulting with Engage Consulting, Jennifer works closely with each partner to uncover new opportunities and obstacles and bring strategy, insights, and resources to help partners achieve a new level of excellence.

ELIZABETH KIMMEY, Clinical Reimbursement Consultant
RN, RAC-CT
Elizabeth Kimmey brings over 20 years of long-term healthcare experience and offers a range of skill sets in RAI processes and clinical reimbursement. Her experience includes performing and overseeing reimbursement for Medicaid and Medicare A skilled services in the long-term care setting. She has her RAC-CT through AAPACN and was an active participant in a Nursing Facility Focus Group with the RAND Corporation in Washington, D.C., where she collaborated on a panel with healthcare workers from around the U.S. for the Development and Maintenance of Post-Acute Care Cross Setting Standardized Patient Assessment Data. Her passion to work in health care started at an early age and continues to evolve with the ever-changing medical field. As a Clinical Reimbursement Consultant, she works in collaboration with your team at a personal level and serve as an extension to your operation.

MELISSA EDWARDS, Clinical Reimbursement Consultant

Melissa Edwards has been a Registered Nurse for the past 30 years, with the last 28 of those dedicated to long term care. She has a wide range of experience in the post-acute care setting including Director of Nursing Services, Assistant Director of Nursing Services, and for the past 13 years focusing on her passion, clinical excellence with MDS, Quality Measures, CMS Quality Initiatives, and clinical reimbursement for Medicare A and Medicaid residents.
As a Clinical Reimbursement Consultant, Melissa works with your team to share knowledge in a collaborative way with a focus on the end result of improved clinical and financial outcomes for your organization.

KIMBERLY BUTCHER, Clinical Reimbursement Consultant

Kimberly Butcher is a Registered Nurse dedicated to the long-term care industry. For the past 25 years, she has developed a deep understanding of clinical processes and the challenges providers face in an ever-evolving industry. She started her career as an STNA and has served in several roles including Charge Nurse, MDS Coordinator, Director of Nursing Services, and Regional Clinical Director. Kimberly has her DNS-CT through AAPACN, completed Infection Preventionist Training through CDC, and was an active participant in Project Echo with Ohio Health Care Association as a Nursing Facility Panelist.

As a Clinical Consultant, Kimberly is committed to helping organizations navigate the complexities of healthcare in the long-term care industry while maintaining the highest standards of resident care.

Melissa is the Clinical Reimbursement Consultant for Engage Consulting, with over 20 years of nursing experience, including 12 years in long-term care. She began her career in acute care, building a strong clinical foundation, and later specialized in managing Medicaid and Medicare Part A reimbursement systems. Her expertise in navigating complex healthcare regulations ensures compliance and maximizes operational efficiency for the clients she serves.
A certified Resident Assessment Coordinator (RAC-CT) through the American Association of Post-Acute Care Nursing (AAPACN), Melissa excels in Minimum Data Set (MDS) assessments and documentation accuracy. Her dedication to excellence and deep understanding of reimbursement systems plays a critical role in helping clients achieve financial success while delivering high-quality care to their residents.
