CMS Finalizes Shorter MDS Submission Timeline
One of the most discussed changes in the FY 2027 Skilled Nursing Facility Prospective Payment System Final Rule is the shortened timeframe for submitting MDS assessment data for the SNF Quality Reporting Pr
ogram.
But there is an important detail: the change does not take effect immediately.
When does the new deadline begin?
CMS finalized the shortened submission timeframe beginning with the FY 2029 SNF QRP, using MDS data collected beginning in calendar year 2027.
Rather than the current 4.5-month timeframe, SNFs will generally need to complete their MDS data submissions and make necessary corrections by the 15th day of the second month following the end of the calendar quarter.
For example:
January 1 through March 31, 2027: deadline is May 17, 2027
April 1 through June 30, 2027: deadline is August 16, 2027
July 1 through September 30, 2027: deadline is November 15, 2027
October 1 through December 31, 2027: deadline is February 15, 2028
If the 15th falls on a Friday, weekend or federal holiday, the deadline moves to the next business day.
Why is CMS making the change?
CMS says the shortened timeframe is intended to make quality data available sooner. The agency estimates that reducing the submission timeframe could shorten the lag between data collection and public reporting by up to three months.
CMS also reviewed existing submission patterns. Using 2024 data, the agency found that 97.18% of MDS assessments were already submitted within 45 days.
What should SNFs do now?
The new deadline is not an October 1, 2026 requirement, but facilities should not wait until 2027 to evaluate their processes.

MDS, clinical, reimbursement and leadership teams should understand how quickly assessments are currently completed, reviewed, corrected and transmitted. Facilities that regularly rely on the extended submission window may need to make workflow changes before the new timeframe takes effect.
The change is best viewed as a shift in the timing of an existing process, not simply a new deadline to add to the calendar.
CMS has finalized the requirement. The next step for SNFs is making sure their internal processes can consistently meet it.
