PBJ Has Moved to iQIES: Who Owns the Process?
Moving Payroll-Based Journal functionality to iQIES changes where providers manage PBJ data. It should also prompt leaders to take a closer look at how their organization manages that data.
As of August 17, 2026, PBJ reporting is handled through iQIES. Providers need a HARP account, iQIES access and an appropriate PBJ role, and each facility must designate a Provider Security Official to approve access. For administrators, however, access is only the starting point.
PBJ Reporting - Who Actually Owns It?
Technology changes have a way of exposing unclear responsibilities. If several people can access PBJ but no one clearly owns the process, moving the system to iQIES doesn't solve the underlying problem.
Leadership should be able to answer two questions:
Who is responsible for PBJ submission?
Who reviews the data before it is submitted?
Those do not necessarily need to be the same person.
The Provider Security Official has broader access and is responsible for approving user access, while other roles have different levels of reporting and submission capability. Knowing who has access is different from knowing who is accountable.
Don't Build the Process Around One Person
The transition is also a good time to consider what happens when the person who normally handles PBJ is unavailable.
Staff changes happen. People take vacations. Responsibilities shift. A strong process should continue to work when someone is out.
Review who has access, who can approve access and who can step in when necessary. If the process depends on one person remembering a series of steps, it may be time to strengthen it.
Use the System Change As a Checkpoint
PBJ data should not live in isolation with the person responsible for submitting it. Leadership needs enough visibility to understand what the data is showing and recognize when something needs attention. The move to iQIES provides a natural checkpoint.
Don't just ask whether your team can access the new system. Ask whether roles are clear, responsibilities are understood and leadership has the visibility it needs.
The transition to iQIES is an opportunity to make sure your PBJ process is clear, accessible and able to continue when responsibilities change.
